In particular, making use of one of the five sub-projects provided for in call AT08-Smart Cities of the A. Tritsis programme, the specialised software development company Specisoft proposes an integrated energy-saving programme for the Municipality’s facilities and operations, with a significant reduction in its operating expenses. The proposed project will be carried out exclusively with funds from the Smart Cities call of the A. Tritsis programme, at no cost to the Municipality.
It is worth noting that the overall energy-saving programme proposed by Specisoft includes the following individual actions, which make up one of the five sub-projects provided for in call AT08. Specifically, it includes the creation of a broadband network and a central platform for Smart Cities applications, the installation of a network of smart energy meters, energy analysis of buildings and other electricity consumers, checking of the billing of electricity supplies and the replacement of a large part of the existing lights with smart LED lights. It is noted that these actions are one of the typical examples of Call AT08 (Pages 16-17), and the last action is eligible as a “Smart lighting” action (Call AT08, p. 9).
Beyond the above, it is noted that the broadband network and the platform can be used for other Smart Cities applications, such as e-government, connection with the necessary local meters and sensors of various applications, early-warning systems and instrumented monitoring at key points and critical infrastructure (schools, sports grounds, bridges, main roads, areas at high risk of flooding etc.).
In this context Specisoft addresses Municipalities, offering to take responsibility for preparing the appropriate Technical Data Sheet for one of the five sub-projects of the call mentioned above and to provide the data required for the approval of that sub-project. Once approval of the sub-project is received – if it is – the terms of cooperation are set.
With the procedure proposed by Specisoft, the Municipality secures, at no financial cost, the upgrading of almost its entire street-lighting system, while avoiding the practices followed until now of excessive borrowing or long-term commitment to private parties. In addition, it acquires a wider infrastructure, a wireless network and a “smart city” platform, which will belong exclusively to the Municipality and can be used in many Smart Cities applications. Finally, the cost of energy consumption in its various systems and operations is drastically reduced, improving its financial position.
